Put apricots in bowl and pour boiling water over them. Let soak for 2 hours.
Combine ginger, garlic and 1/4 c vinegar in food processor or blender, and process until smooth.
Put the apricots, ginger mixture and everything else except the raisins in a large pot. Bring to boil and simmer for 45 minutes, stirring frequently. This will scorch if you're not careful.
Add raisins and cook for another 30 minutes until thickened and glazed.
Pour into 1/2 pint jars. This will keep almost indefinitely if refrigerated. I've never done it, but I suspect you could "can" it if you heated the jars and lids, etc.
